Repository: NIBARGERB-HLDPRO/hldpro-governance Author: nibargerb ## Problem The 2026-04-21 Overlord Sweep proved the self-learning/healing loop can run end to end across the governed repository set, but the report still identifies governance and automation gaps that should be closed so the loop remains aligned with documentation, repo intent, and application reality. ## Sprint Plan 1. Repo standards cleanup from sweep output: seek-and-ponder security workflow, Stampede governance baseline files, and AIS backlog drift reconciliation. 2. Skipped intelligence paths: PentAGI token readiness and Codex second-opinion auth diagnostics so skipped states are intentional and actionable. 3. Generated artifact PR governance: remove the temporary issue #487 coupling and make the workflow use a permanent generated-artifact governance issue/evidence path. 4. Regression coverage: test generated artifact PR branch naming and scope evidence generation. 5. Scheduled-loop verification: run the post-fix sweep path, merge generated artifacts, and close with documented evidence that the loop is aligned. ## Acceptance Criteria - Each sprint has its own issue with concrete acceptance criteria and validation evidence. - Governance-surface changes are issue-backed with structured PDCAR plan and execution-scope evidence. - Downstream repo changes are made through PRs with required checks observed before merge where available. - The final Overlord Sweep report no longer shows the targeted repo standards gaps as open. - Generated artifact PRs no longer depend on issue #487 and include deterministic evidence generation. - Regression tests cover generated artifact PR branch and execution-scope generation. - Final closeout links the epic, sprint issues, PRs, sweep run, generated artifact PR, and remaining known non-blockers.
