docs(cost): add hosting & cost plan

Repository: wegofwd2020-hub/thittam Author: wegofwd2020-hub ### What's needed A dedicated hosting & cost planning document in `thittam_docs`, parallel to StudyBuddy's `COST_PLAN.md`. Target location: `docs/operations/cost-plan.md`. Contents: - Per-environment infrastructure cost estimates (dev, staging, prod) - Cost per tenant at different scale tiers (10, 100, 1000 tenants) - Annual TCO projection for year-1 and year-3 - Cost breakdowns by component (compute, DB, egress, observability, SaaS) - Cost-vs-revenue analysis per subscription plan ### Why this gap exists / why it matters StudyBuddy maintains a detailed `COST_PLAN.md` that informs pricing, hosting decisions, and investor conversations. Thittam has no equivalent — infrastructure cost decisions have been made informally. As the platform scales past early adopters, explicit cost modeling is needed to validate plan pricing and capacity planning. Tied to upcoming hosting decisions (unblocks billing plan tuning). ### Acceptance criteria - [ ] Cost-per-tenant modeled at 10, 100, 1000 tenants - [ ] Each service's steady-state and peak resource footprint documented - [ ] External SaaS costs (NATS cloud, Vault cloud, CI minutes) itemized - [ ] Cross-referenced from ADR-006 (container orchestration) and `docs/deployment/kubernetes.md` - [ ] File lives at `thittam_docs/docs/operations/cost-plan.md`
